THE PROPOSED HOUSE BUDGET CUTS HURT REAL PEOPLE – IT ISN’T A MYTH
MYTH: The CAP MR/DD money wasn’t spent so no one will lose services.
FACT: Money is being been spent. There were one-time savings this year because it takes time to bring up community services and to remove people from the waiting list. There are hundreds of people being served by this money who will lose services if this cut is enacted.
MYTH: The reversion cuts won’t hurt because those funds are not serving people.
FACT: The argument about reversions is hollow. Funds were reverted due to forced reversions by the Governor and restrictive language that has made it difficult to spend the money that was allocated. Despite this, new services have been developed and the cost of these services has to be annualized. Cuts because of past reversions will result in a loss of services to those who are finally getting what they badly need. Remove the restrictions.
Is North Carolina inviting another lawsuit? There are hundreds of people with dual diagnosis (mi/mr) languishing in state hospitals who should be served in the community – these are the same people about whom North Carolina was sued and lost in federal court because they were institutionalized. This cost the state hundreds of millions of dollars. Do we want a repeat?
MYTH: We can cut the social services block grant and no one will lose services.
FACT: The $8.6m in the social services block grant slated for cuts is money that is currently used to serve real people in communities – people with developmental disabilities, mental illness and addictive diseases. These people will lose services.
MYTH: There isn’t a real impact if these cuts in state Medicaid dollars are made.
FACT: If cuts are made in state Medicaid funds, not only do people lose each state dollar, but North Carolina also loses $2 federal dollars for each state dollar that is cut. If there is a $25,000,000 cut in the CAP program, that translates into a $75,000,000 cut.
PLEASE STAND UP FOR PEOPLE WITH DISABILITIES – MAKE A FISCALLY RESPONSIBLE DECISION AND DO NOT ACCEPT THESE CUTS.
