In 2001 the North Carolina General Assembly passed legislation to reform the public MH/DD/SA system at both the state and local level. The intent was to increase accountability, increase access to community services, enhance consumer choice, encourage best practice, establish a standard of care across the state, enhance consumer rights and protection, and increase stakeholder and community involvement.

The legislation also required the development of a state plan, which would offer a vision of how a reformed system would look and a blueprint of how to reach that vision. The state plan is an evolving document and must be updated annually to respond to emerging issues and stakeholder feedback.

This document excerpts and summarizes State Plan 2002. It does not provide NAMI North Carolina’s position or response to the plan. NAMI North Carolina’s response will be provided in a separate document.

The state plan is comprised of a main document of five chapters that are summarized here. There also are technical documents that are attached to the plan. These technical documents are reviewed in a companion document on this website.
