In 2001 the North Carolina General Assembly passed legislation to reform the public MH/DD/SA system at both the state and local level. The intent was to increase accountability, increase access to community services, enhance consumer choice, encourage best practice, ensure a standard of care across the state, enhance consumer rights and protection, and increase stakeholder and community involvement.

The legislation also required the development of a state plan, which would offer a vision of how a reformed system would look and a blueprint of how to reach that vision. The state plan is an evolving document and must be updated annually to respond to emerging issues and stakeholder feedback.
