NAMI NC Strategic Plan 2006-2011
PUBLIC POLICY COMMITTEE GOAL ONE: Enhance NAMI NC's visibility. GOAL TWO: Renew and expand existing programs and build new ones. GOAL THREE: Partnering with Affiliates, facilitate direct-to-Affiliate support and development. GOAL FOUR: Strengthen NAMI NC's advocacy involvement in State Reform (Systems Transformation). GOAL FIVE: Secure the fiscal capacity to support all the goals of the strategic plan.
Public Policy Committee, Five-Year Plan, 2006-2011 Strengthen and influence state and local policy making. Include Affiliate development workshops and networking/sharing opportunities at Regional Meetings. Strengthen NAMI NC's influence on the NC Legislature and Office of the Governor Examine and make a recommendation for directly billable services.
Strengthen NAMI NC's advocacy efforts
Update and distribute Affiliate Toolkit. Stay informed about Public Policy issues related to NAMI NC's mission
Offer other direct-to-Affiliate technical assistance and networking opportunities outside of Regional Meetings. Develop and engage a statewide advocacy network, to include listserves.
Strengthen grassroots advocacy through trainings, communication, materials, CFAC's and other advisory committees, councils, and task forces Develop and prioritize NAMI NC's Policy Agenda.

Public Policy Committee, One-Year Objectives, 2006-07 Continue to develop and maintain a list of councils, commissions, task forces, organizations, etc. in NC that have seats to be filled by NAMI members, including the term, who appoints, and whether that position is communicating on behalf of NAMI NC Include Affiliate development workshops and networking/sharing opportunities at Regional Meetings. Review Public Policy Agenda 2003; define gaps and add suggested topics Examine and make a recommendation for directly billable services.
Stay informed about Public Policy issues related to NAMI NC's mission
Make decision to employ a registered lobbyist to represent NAMI NC and/or continue to partner with Coalition 2001 and CPDMI
Update and distribute Affiliate Toolkit. Develop policy on jobs and housing (and a date on Saturday night!) Make decision whether NAMI NC is going to be a beggar or a seller
Offer other direct-to-Affiliate technical assistance and networking opportunities outside of Regional Meetings. Develop a policy on insurance equity, not just parity
Develop policies that reflect the right treatment at the right time; availability of the array of services necessary to accomplish this (start this year)
Communication - between policy committee to staff and back to policy committee regarding progress/status/updates, then communicate that to membership - if necessary hire a staff member to either do this or make sure that it gets done
NAMI NC becomes a clearinghouse for mental health public policy
Develop a unified response to Mental Health concerns across the state
Develop policy statements and position papers for Board approval or endorsement that will represent NAMI NC with one voice
Public Policy Committee, One-Year Work Plan, 2006-07 (3Q 2006) Review and update current list of councils, commissions, task forces, organizations, etc. in NC that have seats to be filled by NAMI members, including the term, who appoints, and whether that position is communicating on behalf of NAMI NC (3Q 2006) Hire a new Executive Director (1Q 2007) Distribute Public Policy Agenda to all Affiliates for feedback and buy-in (4Q 2006) Review, update, and prioritize Public Policy Agenda 2003 to include policies on: housing, employment, and a date on Saturday night; insurance equity, not just parity; provision of the right treatment at the right time with an array of services necessary to accomplish this; "special assistance dollars" and process for "money follows the person"; involuntary psychiatric committment procedures being reasonable and consistent statewide
(4Q 2006) Propose expectations and develop a bi-directional reporting process between those serving, NAMI Affiliates, and NAMI NC (4Q 2006) Evaluate skills of new ED and determine if that person is best positioned to be a registered lobbyist or if recruitment of a new position is required (1Q 2007) Create communication process between Public Policy Committee and ED/Staff, back to committee regarding progress, status, updates.  Communicate same to membership, if necessary by hiring staff to either do the work or make sure it gets done (2Q 2007) Develop a proforma and process to identify and communicate local government issues
